For NEW CARS=
1.) 1st of ALL ... do your research about the car you want= Positives and Negatives (reviews)..
you'd hate to find out that it is not something you really want!
2.) Go to a local dealer, test drive one... if you have a choice, why not get one that is fun to drive?
3.) go to Edmunds.com and get basic prices for the car (invoice, MSRP, what others are paying, etc...)
4.) Mass email your local dealers (up to 100 miles radius).. tell them you are ready to buy... you will walk down to the dealer with the lowest price and purchase... tell them to reply with best out the door price (make sure it is Out The Door, so it is easier for comparisons)... Best to tell them to reply by email (they will call you day and night if by phone, also you can have something in writing should they deny the quote when you get there.
OPPS... totally missed the last part...
So for used cars...
try craigslist, you will find better prices than dealers...
take car to mechanic to have it check out prior to purchase..
If SAFE, bring cash.. you will definitely get a lower price than just a verbal offer... 15K in case is a big temptation

Or you can just do what I did. Drive a beater. When parents come to visit you, they will take pity on you and give you their "old" car when they buy a new one. When I say "old", I'm referring to a 9 year old car with ~19,000 miles on it, that's been sitting in a garage it's whole life, and still even smells like new.

We need to trade parents. Mine gave me there 4 year old car with 70,000 miles on it.
