Always free alternative: photoresize400. Put this on your desktop on in a folder or add to the context menu. Drag one or 100 files onto it and the file[s] will be recreated in the size specified by the name of the file (photoresize200.exe makes 200p files, photoresize800.exe makes 800p files).

I use irfanview for this as well.

ANY of these programs work well.
I still use ACDC for manipulation.

TIP: In 10 years your favorite photos will look crude by comparison to whatever the average resolution quality is then in use.
So try to keep the highest quality you can for photos you will archive.
If you don't mind a little longer process, use your program of choice to convert your photos to a lossless format like BMP before doing any manipulation other than cropping with something powerful like Photoshop.
Also (this is obvious, but most folks I know don't do it), COPY all your originals to a second directory and work on those so if you screw up you still have the original data.

Then convert back to JPG or whatever.
Gives higher quality to final product.
